When boards review multi-hundred-million-dollar capital programs, they are not primarily interested in minor policy infractions. They need to know whether capital is protected across the asset lifecycle and whether controls can surface structural risk before it reaches the financial statements.
After more than 15 years in utility and rate-regulated environments—including complex ICFR work, major risk initiatives and Big 4 experience—I see a clear divide. Traditional internal audit functions are historical commentators. Modern functions act as Strategic Capital Partners: they evaluate risk in real time, align assurance with strategy and protect value before commitments are finalized.
Audit governance, not only numbers
Capital overruns are rarely caused by arithmetic. They arise from ambiguous scopes, contractual loopholes, weak delegation-of-authority thresholds and gaps between project teams and finance. Reviewing procurement frameworks, vendor terms and governance before commitment is where internal audit can prevent the greatest loss.
Use continuous monitoring to remediate anomalies
Analytics should be an active forensic tool, not a reporting slogan. Queries across ERP data, vendor billing and procurement pipelines can identify duplicate payments, unearned incentives and vendor overbilling. They can also isolate lost assets, unallocated credits and control gaps before those issues become material weaknesses.
When audit demonstrates quantifiable recoveries and pre-emptive remediation, the function’s position changes from cost centre to value creator.
Bridge the Audit Committee communication gap
Directors do not need 50-page workpapers. They need concise strategic intelligence:
- Synthesize: Translate detail into a short risk profile with root causes, financial exposure and required action.
- Connect risk to strategy: Show how weaknesses affect regulatory outcomes, rate-base stability and operational continuity.
- Deliver practical roadmaps: Prioritize remediation without stalling the business.
Conclusion
As organizations navigate major infrastructure investment and heightened regulatory expectations, internal audit must move beyond retrospective compliance. Strategic assurance safeguards assets, improves capital delivery and increases boardroom confidence. Properly positioned, risk oversight is not a burden—it is a durable driver of enterprise value.
